I figured hydra partners knowing each other was alright since you are on the same team so like the whole trust tell or whatever issue doesn't happen but ig not :<

The way I looked at it, if the hydra partners were both members of MS, considering the game started publicly allowing hydras into signups, that would have given players free rein to ask around to hydra with people. This is a massive breach of anonymity.
If one of the hydra players was off of MS, then we would allow it because that wasn't a problem.
I'm not sure about other hosts, but if someone came to us prior to the game starting and asked to hydra with a certain player, I definitely would have considered it much more.

As always, if you are unsure of if you can hydra in a particular game, please ask the moderators of that game.

I'm not sure about other hosts, but if someone came to us prior to the game starting and asked to hydra with a certain player, I definitely would have considered it much more. In our case, we only just got enough signups to run the game anyway (and had to call up a few people who had specifically said they wanted to be spectators unless we absolutely needed them to play) so we were a bit worried about pre-arranged hydras from this perspective. Because if two people sign up as a prearranged hydra who would otherwise sign up individually, that's one less number playerwise! And while you can go to them and say 'hey, we don't have enough players for this, would you be willing to play individually instead' - both of them would then know that the other was in the game and they likely would have had strategy discussions beforehand, which is a bit of a problem.

Tbf I also highly doubt anyone is going to just go around asking anyone to hydra with them, if someone is going to ask someone to hydra, they probably already have a good rapport. So I doubt a "massive breach of anonymity" occurs at all. Also while breaking up a hydra is a bad idea, most games also don't have 24 sign up slots so that also usually isn't going to be an issue that comes up.
Also I don't think there have been enough hydras for anyone to say there is "generally" a rule regarding it?
Like there was the first time one happened in Arkham because Two-Face was a character idea and I think the mods asked someone to hydra with them. Pretty sure Silver and Monty were Two-Face so he'd know more about that.
I think there was another in between but the next I can recall was KSS, where the mods I believe had a question like that in the signup form and it was a twist in the game.
And the last time it happened was in Equestria, where it wasn't really a twist, just Malkon and Flum asked to hydra together and the mods obliged.
In general norms, re: hydraing are probably going to vary by the modteam, so it can't hurt to ask. Though if you are going to ask someone to hydra, wait for them to say yes in general before you agree on a game.

In KSS, the hydras were curated by the modteam

Pretty sure Silver and Monty were Two-Face so he'd know more about that. I was Two-Face, but not the hydra Two-Face. I was the Two-Face in the first Arkham game. My problem isn't with people who know LSGs going around and asking - I didn't want to have issues with new players doing this. AFAIK, it's a fairly common practice on the mafia side for people to figure out their hydras while the game is in signups, and that would cause a lot of issues with new players if they thought they could do that for the LSG side as well, because anonymity can be hard to grasp your head around.
