Terramonte is a heavily religious nation. It is led by a religious faction which sends out a constant stream of missionaries to neighbouring countries, but they do not allow foreigners inside their borders without very good reason regardless of whether they share religion or not. Their 'Pope' equivalent lives in their capital and claims to commune with a mountain god. Terramonte has two conflicting schools of belief about the Blight; one faction believes that the Blight does not exist, and one believes that it is a sign of the end times. Their Pope equivalent is part of the former school, but most of their missionaries belong to the latter. Terramonte has significant influence over Terravallem and Heraquiem, and uses this to attempt to influence The Southern League.

Heavily religious and actively seeking to spread their faith, but at the same time they don't let foreigners in (barring "very good reasons.")
They're led by the religion, so I would assume their Pope runs the show. But why keep foreigners out if they follow the faith? "Holy ground" shouldn't be a bar to coreligionists. Trying to stop the spread of the Blight would make sense - if the Pope believed in it, which they don't.
The concept of "foreigners that follow their religion" means that belief does not equal citizenship. So what does?
That makes me think of a caste system. Anyone not born in the country is inferior to anyone who is, or so goes their line. And probably other divisions as well. Maybe the folk near the mountains (especially the capital) are higher up (figuratively as well as literally) than those who aren't - which might explain the desire to convert the people of Terravallem.
East Numor is surrounded by the mountains, but Terramonte doesn't hold as much influence there. Maybe they're militantly atheistic, and missionaries that go to East Numor don't come back? (PCs from Terramonte may find themselves sent to investigate that ... are the missionaries being killed, imprisoned, or losing the faith?)
